Understanding these figures

The role of an administrative tribunal

The administrative tribunal is the ordinary court, at first instance, for disputes between a public body and an individual, a company or an association: a decision by a prefect, a municipality or a hospital, a refused residence permit, a building permit, a tax, a sanction against a public servant… Each tribunal covers a geographic area. As a rule, its judgment can be challenged on appeal before an administrative court of appeal; some judgments can only be challenged in cassation before the Conseil d'État.

Judgments and orders

The decisions counted here are judgments and orders. A judgment settles the case after investigation, most often following a public hearing. An order is issued by a single judge, either in summary proceedings (an urgent procedure that can, for instance, suspend an administrative decision pending judgment) or to close an application without a hearing when it is clearly inadmissible or the applicant has withdrawn. Orders count in the volumes, but not in the time to judgment.

What this page shows

For courts with fewer than 200 decisions a year, the page shows the number of decisions by year and by subject, with no percentage and no time to judgment.

Why no dismissal rate and no time

With 140 decisions in 2025, the Tribunal administratif de Saint-Martin stays below the threshold of 200 decisions a year. Below this threshold, a dismissal rate or a median time would describe only a very small number of cases and would vary widely from one year to the next: only numbers of decisions are therefore shown. No statistic can predict the outcome of a particular case.
